Some Canon EF/EFS lenses with Image Stabiliser (IS) have two image stabiliser modes. Either of the two modes can be selected by moving the mode switch on the lens.

Mode 1 is the original IS mode that is effective for stationary subjects.

Mode 2 is a new IS mode that is best for horizontal or vertical panning with a moving subject, as it is able to detect the panning direction automatically.
